Patty is a proven business leader and
entrepreneur with cross-industry experience and a successful track record in both large
corporate and small business environments. She has been consistently recognized for her
ability to apply outstanding leadership and critical thinking skills towards organizational
growth.
A graduate of the Massachusetts Institute of Technology (MIT) with a M.B.A. from the
Darden School of University of Virginia (UVA), Patty arrived at IMSGS in October 2009 after a
nine-year career at Unisys Corp., where she served as a Partner overseeing Health and Human
Services and Veterans Affairs accounts. Her industry experience includes federal government,
high technology, manufacturing, pharmaceuticals, insurance and telecommunications.

Wes leads the Air Force Medical Service’s Health Informatics Suite (HIS) effort, IMSGS' largest and longest
running contract. His duties include overseeing all operations, development efforts and strategic planning
activities. Wes is a recognized subject matter expert of Military Health System (MHS) data, and has a
mastery of requirements and business planning that have been a driving force behind the success of the HIS
network and suite of tools and services since 2003. Wes also leads key contracts for the Army Medical
Department (AMEDD) and the Navy Bureau of Medicine & Surgery (BUMED). Wes is also an active and experienced
instructor for the three Services.
Wes was a recipient of the 2009 IMS Health Summit Award, an annual honor earned by the top 1
per cent of performers among IMS Health’s 7000 member workforce. Prior to joining IMS, Wes
served for 22 years in the U.S. Air Force.

Brian and his team leverage IMS Health’s industry-leading healthcare data and
informatics capabilities to assist Government decision makers in healthcare policy, research, and
operations missions. He has successfully led complex, data-centric programs for the Food and Drug
Administration (FDA), Centers for Medicare and Medicaid Services (CMS), and the Drug Enforcement
Administration (DEA).
Brian’s evidence-based management consulting experience includes leading teams
to assess current commercial and regulated markets and technology practices for leading
pharmaceutical and medical device clients.
Prior to joining IMSGS in 2005, Brian worked as a management consultant for
several Fortune 500 companies. Brian is a 1985 graduate of Penn State University.

Sr. Principal - Clinical Analytics and Compliance |

Don leads ongoing IMSGS analytics and clinical compliance programs in
support of the FDA, CMS, DVA, and TRICARE. In support of the FDA, his team is developing a
new risk assessment framework that the FDA will use to evaluate and approve new drugs and
medical devices, with the aim of reducing the rate of adverse event reports. Don also
oversees multiple teams of analysts and subject matter experts that support CMS efforts to
reduce fraud, waste, and abuse in its Medicare and Medicaid payer programs.
Prior to joining IMSGS in 2007, Don served 21 years in the U.S. Army.
During the last eight years of his military career, Don served as Operations Director for the
Department of Defense Pharmacoeconomic Center at Fort Sam Houston, TX. Don has a Masters
Degree from Golden Gate University (San Francisco), and is a licensed pharmacist in both Texas
and Maryland.

Director, Contracts, Compliance and Procurement |

Debra has more than 27 years of experience in contract administration and management working
for large public agencies, large and small contractors, and as the President of The Lance
Group, a women owned business serving government contractors. Throughout her career, Debra
has held several positions in industry involving all aspects of contract administration and
negotiation in both a government and commercial environment. Debra’s past employers have
included Hughes Missile Systems and the Los Angeles Metropolitan Transportation Authority.
Her responsibilities have included all aspects of contract management, changes, contract
claims and terminations, bid protests and data rights, as well as litigation. Debra holds a
Masters Degree in Contract Acquisition and Procurement from Northrop University.

Principal - Business Development |

Jeff is a new business development leader at IMSGS and has served in this
capacity since 2008. Jeff specializes in facilitating relationships between IMSGS, government
agencies, and academia to advance medical innovations on behalf of wounded Service members and other
segments of the U.S. patient population. His most recent success involved the Limb Salvage
Initiative, an investment made by the Office of the Secretary of Defense – Office of Technology
Transition (OSD-OTT) to address the complex needs of Service members severely wounded in combat.
Jeff coordinated relationships between IMSGS, OSD-OTT, the McGowan Institute for Regenerative
Medicine at the University of Pittsburgh, the University of Virginia, and other key entities to
implement this important mission.
In addition to his work as a business development consultant Jeff is a Doctor
of Podiatric Medicine and an inventor of a specialized orthopedic shoe made for diabetes patients
that are susceptible to injury when walking. Jeff has worked with more than 130 NFL players as
well as Olympic athletes affected by podiatric issues.
